Item
No. 7 Presidential Address:
Honorable
members of Mesco, Ladies & Gentlemen,
S
We
have heard giving comprehensive view of Mesco activities. They have carried in a
very understandable way.
I
would like to clarify Dr. K.A. Sattar Khan. Mesco was founded in 1982. Dr. Majid
Khan suggested this name & Dr. Hyder Khan along with the committee
authorised by the General Body in 1982 framed the Constitution.
Ours
is a democratic organisation. The democratic spectrum chosen for Mesco
considering other minority organizations are also following the same. Finding
faults after so many years is surprising.
Mesco
Diagnostic Centre: He informed that 4
new centers were permitted by the GCC to conduct Medical Examinations for Pre
Employment to GCC Countries. All the six centers have formed GAMCA (GCC Approved
Medical centre Associations) at Hyderabad and the Candidates are registered at
this office and distributed equally to all the centers. This resulted in
decrease of medical cases to MDC. It is a matter of great concern. The
Diagnostic Centre is our main source of earnings and 80 % of candidates are
non-Muslims.
Mesco
Grades School Building Malakpet:
The President informed that this land is leased to MESCO by Dr. Anwar Hussain of
Chicago, USA and he has given GPA to one of our member and we have started the
construction and as on date we have spend more than a Crore of rupees on this
project.
With
regards to the schools we must have quality education. We must have Directorate
for Schools, Professional and Technical Education.
Mesco
Grades School Golconda: The President
informed that with the increase of Boarders at Mesco Grades School the Managing
Committee has taken a decision to open a school at Golconda and the boarding and
lodging facilities will exist at Tolichowki building.
Purchased
of Land at Malakpet: The President
informed that we have purchased a land along with swimming pool at Malakpet and
this will be utilized for our MESCO Sports foundation for school & College
students Diagnostic Centre and Vocational & Junior College in future.
80G
IT Exemptions: The application for
renewal of Income Tax was submitted for renewal. The Director of IT in his
letter dated 15-07-2004 denied the exemption under the 80G arguing the payment
made to Dr. M.A.M Khan as share of Medical examination Fee to be accommodating
and to benefit an individual.
Though
the facts were explained that the payment was made as per MOU and non-payment of
the amount would have been detrimental and the organisation would have lost its
recognition with the GCC Countries.
In
this regard legal opinion has been obtained from Mr. Firdous, Legal Advisor and
Mr. Amanullah Khan, CA. Both are of the opinion that it is not well founded and
not based on facts, therefore the same has to be contested by a writ petition in
the court of law. Mr. Syed Jaleel Ahmed Vice- President also has consented to
the above opinion.
With
regard to the points raised by Dr. K.A. Sattar Khan, the President informed the
august body that member claims to have started the social activity and claims to
be a true Muslim.
After
the formation of Mesco Dr. Sattar Khan disappeared, he has been to Iran and from
there he was in the USA & Canada what was his contribution during this
period.
Apart
from this he who had his basic education in Christian School, can justify that
we should impart education to only Muslims.
During
the Earthquake in the year 2001 he volunteered to visit Gujarat, he did a good
job and his work was appreciated and praised. Then came the Gujarat Riots, the
President informed that it is the History of Gujarat riots happened many a times
and this time we agree that it was of different nature.
Dr.
K.A. Sattar Khan visited again and served the community it was also praised in
the General Body meetings. He also presented a proposal to accommodate 47
students from Gujarat in Mesco. We have agreed to it and a batch of 47 students
were provided free boarding and lodging at Mesco Grades School, Managing
Committee took a decision to provide free education, boarding & lodging
Facilities to these 47 children’s.
When
again Dr. Sattar Khan informed the MC to accommodate more students it was told
to him to submit project report. In the next Managing Committee meeting held on
30th April 2004 when asked about the project report and details of
the account he started shouting and using un parliamentary language, when Mr.
Syed Khaja Moinuddin tried to control he abused and called him CHAMCHA. Later
he started shouting that there will be no BUDHAS in the organisation.
Subsequently
without the permission of the MC or even the information or notice of the Hon.
Secretary as he has been doing he went to Gujarat and advertised in the local
newspaper for admission of students, this he did inspite of the local committee
“Gujarat Sarvajanik Committee” not giving Consent. When we got information
from Gujarat about his visit and activities we issued a press note and
advertisement informing the General public about our stand.
On
16th June he resigned from the Convener Ship of Mesco Grades School.
But he continued visiting the School, and started creating terror there,
scolding the teachers, instigating the Staff and students.
He
has even locked the warden when he objected to his behaviour and called the
Police, this is the first time that Police came to Mesco. He was given all the
facilities from Mesco, a vehicle, Cell Phone, claiming the Fuel charges and
enjoying all the facilities.
He
was even drawing Rs. 10000/- from Mesco Vocational Junior College, as he was
supposed to take classes.
He
was the Convener of Mesco Diagnostic Centre, and during his tenure MDC received
warnings from GCC Countries and we have to pay a penalty. The staffs appointed
by him were doing irregularities & caught under corruption.
In
these years he has no problems with the ByLaws / Constitution and now he wants
that it be reframed. He has even sent us a legal notice in this regard, we
accept it and ready to reply as required.
Khuda
Hafiz.
After
the President address, the Honorary Secretary thanked the President called Mr.
S. Khaja Moinuddin for vote of thanks.
After the vote of thanks by Mr.S.Khaja Moinuddin the meeting came to an end and lunch was arranged.
Honorary
Secretary
